Definitely an EE. Since EEs are mutts, EEs crossed with leghorns are still EEs. Same goes for any other breed pretty much. There has been debates on whether or not they have a standard or should have a standard. They are a hybrid and not a recognized breed in the APA. I have bred EEs that have a dominant white gene showing some leakage. EEs come in many varieties.*Looks* like a hen as it is developing, but the red on the back is wild. Also the grey neck, I have to wonder if they're not even some kind of EE mix. The grey one with yellow head in the one picture is very normal EE markings. This bird in question is not.
No matter what- that is a cool bird with unusual markings.
