No, he was picked up as a stray. Currently at a shelter in Philly.

Maybe a Bielefelder, maybe some cross like a dixie rainbow, like this guy:

I bet he's one of the slower growing meat breeds like the Dixie Rainbow @JedJackson mentioned. His color isn't right for a Bielefelder. Definitely a cockerel though

I have had a bielefelder rooster and his coloring and body shape was much different.
