More pics would help.
It's not the porcelain pattern.
Does appear to be a cockerel but pic doesn't help with breed for me.
Maybe even a bantam cochin.

A picture of it’s body standing would probably help people more!
I don’t know much about the different breeds but I know Mille Fleur is a colouring and D’Uccle is the breed.. this colouring doesn’t look like the Porcelain D’Uccle colouring to me but I’m no expert so hopefully someone with more knowledge in that regard can help!

The owner is a bird shower and gave her surplus to another person. They gave me the number of the owner and she was able to tell me. I was gonna post more photos but Twolfe got it. It isn't a porcelain. Thanks for the help everyone!

Agree. It isn't a mille fluer d'uccle.
Still say need better pics but from the one I was thinking blue calico bantam cochin.
