Point is - Animal control and SPCA is usually a kill immediately, kill after 3 days or keep forever and no one is good enough for adoption. In a case like this one I'm betting they would dispose of these animals right away and by "dispose" I don't mean find good loving homes.

Thank you for helping her better love and care for her animals. Start with good clean food and water. Maybe you can get local feed stores to donate cages, feed, wire and other supplies. Get local kid organizations to donate time to help build pens and provide feeding and care. Boy Scouts and Girl Scouts, if they're still around, are always needing service credits. Maybe there's a 4F or FFA group that would volunteer. You don't have to shoulder the whole burden yourself - just help get the ball rolling.

It's so easy for people to say call animal control but what most of them don't realize is that that is sentencing the animal to death.

She loves them, they love her - just like the man that lived in filth with his bit bulls - those pit bulls were all killled because they were deemed unadoptable. In my spirit, I still see that man crying. I wish someone like you had come along to help him sooner. According to that story his mother lived next door and had never been in his home and had no idea it was so dirty. Some people live such isolated lives that they lose contact with what's "normal".

God loves you - sometimes we are called to be angels to those in need and this is one of those times.

Then she shouldn't have them!!! I HATE (and I know hate is a harsh word but that's what I feel) people who treat animals that way. It would have made me sick too.​
 
You are right by helping her. You have a very kind heart to offer that to your "neighbor". Hopefully, she can learn from your example. The birds will love you for it, too.

I recently had the opportunity to witness a similar situation at a new feed store.
Grand Opening is going on all this week and on Saturday, all
kids 10 and under can get a free chick.
I went by Monday just to check things out and see what types of chickens would be available.
I was horrified to walk in and see the chick bins:
hardly any bedding, no light, water too dirty to even look at, if there was any at all in the waterers, no food dishes at all, and just about enough dead chicks to completely cover the bottom of the bin!!!!
I was SICK to my stomach.
I went home and then returned to the store.
The owner was very nice and seemed to be very upset at what had happened, even admitted he didn't know much about baby chicks.
I took him a "baby chick care guide" I received from Cackle
and proceded to tell him exactly what needed to be done.
His son was removing dead chicks (enough to fill over half a 5 gal bucket) and putting live chicks in the boxes they were shipped in. I told him before putting chicks back in bins, they needed to be thoroughly cleaned.
I even left my name and # so he could call me if he needed any help.
I just couldn't help myself, so I bought 4 chicks.
After talking to a friend who wanted 4, I went back (about 3 hours later) to buy a few for myself.
Chicks were still in shipping boxes and NO WATER!!!
He said his son was washing and cleaning everything and bringing a light back to set them back up.
I told this man numerous times they needed access to food and water 24/7.
I bought 3 more!
Went back the next morning to check on things.
Still had them in shipping boxes ; had light and waterers, but no food dish; said he just put in on the floor for them.
Only had about 20 left (out of 200)!!!
Went back yesterday evening to show my son:
Had 16 left , still in shipping box but had taken dividers out so they had more room, had light and water, but no food dish. I told him if he would put a food dish in there they would go crazy for it; Again, he said they just put some food in the bottom and let them eat.
Animal control is not worth a darn here; on the 2nd day i went by, a man from Animal Control was sitting in there talking in general; I knew he wasn't there about the chicks.
I can have sympathy if you actually don't know what to do, but once you find out, there's no excuse for not doing what needs to be done.
I keep thinking and asking everyone, How many times does someone need to be told that a baby chick needs a full food dish 24/7, before they put one in there?
I absolutely HATE to see anything mistreated.
I told my husband if I had the space, I would have bought everyone of them, including roosters (they are golden buff sex links from Meyer Hatchery).
The man said he was gonna get set up for baby chicks and then order some more next spring.
He did improve the conditions 100%
Maybe they were getting enough to eat with him "just putting food on the floor",
I really don't know.
I will say this, All of my chickens have access to food 24/7,
and my 3 babies (and my friends 4 babies) look so much better than any of the 16 he had left yesterday.

Or maybe pay someone to care for them. I just feel so sorry for those poor animals. I could never imagine doing that to my babies. At least there is you helping her/animals. Maybe she can change. I hope so.​
 
The problem is though, buying the chicks because we want to save them only encourages some places (like the feed store) to keeping doing what they are doing. They may be neglecting the birds, but, we are giving the people responsible for the birds misery exactly what they want...money! So, they will just continue selling and keeping animals in filthy conditions and breeding more as long as people are buying them!
Not all people though, but some, that is the way they think.
