Thank you for helping her better love and care for her animals. Start with good clean food and water. Maybe you can get local feed stores to donate cages, feed, wire and other supplies. Get local kid organizations to donate time to help build pens and provide feeding and care. Boy Scouts and Girl Scouts, if they're still around, are always needing service credits. Maybe there's a 4F or FFA group that would volunteer. You don't have to shoulder the whole burden yourself - just help get the ball rolling.
It's so easy for people to say call animal control but what most of them don't realize is that that is sentencing the animal to death.
She loves them, they love her - just like the man that lived in filth with his bit bulls - those pit bulls were all killled because they were deemed unadoptable. In my spirit, I still see that man crying. I wish someone like you had come along to help him sooner. According to that story his mother lived next door and had never been in his home and had no idea it was so dirty. Some people live such isolated lives that they lose contact with what's "normal".
