Am I seeing red, raw skin on her neck in that one photo?

I've seen that on birds once in awhile.  First major moult is normally at the 18 months of age.  I think I might dust her in poultry powder for mites/lice, just as a precaution.

Yes it is in her neck and my two barred rocks have it on their backs as well. How do I dust them?
 
you buy the poultry dust or food grade DE and put it under their wings and feathers and/or in their bedding, I think there is some dusts for plants etc, that can be used on poultry safely, I never used DE , to be sure i'd stick with one of the other two??

Use Sevin, not DE. DE is great in a dusting box with a couple of other things added but for treating a mite infestation...not so good. Catch them, either hand dust each one, being careful not to get it into their eyes and nose, or put some into a bag or pillowcase and then put the bird in gently closing the bag around her neck, and shake like crazy. Just be careful you don't squeeze the neck too tightly.

So is it normal for her to have looked like a RIR a few months ago an then transition to this look? That's crazy!!
Not so much, when she molts again, her feathers are going to come in nice and red again but will fade out just like our hair will. She may be a cross. One of the chicks I got from my GC and an Ameraucana is white. She looks like the GC, same size, same demeanor, just white except for a couple of reddish neck feathers blended in to give a faint stripping on her neck. Who knew? I never expected this from the parents of her.
