Hmm, the huddled appearance and lethargy makes me think cocci. Have you had a lot of moisture, rain, water standing there? It is not typical for an older flock to get cocci, but they can get it. I had an older turkey hen pass away several years ago with similar symptoms - testing proved it was cocci and we were able to treat the flock and no further losses. It certainly wouldn't hurt to run Amprol or Corid or Sulmet through the flock, since you have had multiple losses. After treatment, clean the pen thoroughly.
