off-leash dogs - ways to manage the neighbors?

I don't think you ever mentioned whether you had a fence. I know the other lady did, and the dog went over it, but a fence is a good start. Preferably with an electric wire. You just cant stand guard all the time.
 
Can you get a handle on the dogs? If so, if they become a problem just take them to the pound..dont say a word either.
 
Ooh, I just saw something cool tonight on dog, the bounty hunter. It was a cross between mace and a paintball gun. (Might not be legal to use on dogs in your area).

I used to think SSS was a poor choice not to let the owners know what happened. I'd want to know if it were my dog (I don't have one). BUT after reading about their experience, I understand how important the final S can be. If these jerks could handle being responsible for their dog, they wouldn't let it run around loose to begin with. When the dog is shot, they don't fault themselves. Some do crazy things to take it out on you.

I can't free-range my chickens because so many of my neighbors let their dogs run off-leash, often when they go for a walk!. It is a close-knit neighborhood, and I can't imagine that me telling everyone to keep their dogs secured would go over very well. The terrain does not lend itself to fencing, and none of my neighbors have it. So I suck it up and keep them in a run, and try to expand the run whenever I can. Sometimes you just have to do what you have to do. Otherwise you could battle the entire neighborhood. Is it worth it?

What is the harm in informing the owner of their own pets actions? Inform them and inform the animal control. If anything happens, then the owners of the dogs can't deny not knowing. Once they have been informed and their dogs are still a pest then take care of them.

I think HighCountryChicken's solution is very good. Make them pay for their dog's actions and let them know that you are willing to solve your problem with a gun if you need to.... but inform them first. Give them a benefit of the doubt that it was a mistake on their part and let them correct it.
