If not, it is still unwise. They can carry disease, they can be aggressive, being intelligent they can get into all sorts of things, and the risk of them being brought in via black market is really high. Black market animal dealing makes more than drug smuggling, and the punishment for it is far less than for pushing drugs. Because of this a massive amount of endangered species are being exploited and a lot of diseases are being transported in all because someone wants to own an unusual animal they know nothing about.
or he could really be selling the monkeys illegaly. either way it' bad news.
Depends on the state. Some states you can own tigers and bears and baboons, whatever, with no permits or limits. Still a bad idea.

The monkey in question is, what is commonly referred to as, an "organ grinder monkey". They are small, trainable and intelligent; commonly used by "Helping Hands", an organization that trains these monkeys to help quadriplegics with every day tasks. I would love to own one, but they live 15- 20 years and require housing that isn't easy to have in a house the size of mine. (Due to smell, their own room is a good idea, with a cage they can be locked in at night or mischief will ensue) Owning a male of any species of monkey is a whole nother story....ever been to the zoo in the spring? Ewwww....
