Both parents are pure Barred Rock? How old? I ask because comb growth and redness indicates cockerel, but pattern indicates pullet.

Yes both are barred rocks, it’s gonna be 3 weeks tomorrow.

Wow, what a head scratcher. I'm going to say pullet because the pattern "should" be more accurate than comb redness this young. Combs can flush red at times, especially when excited, stressed or spooked.

Those stocky shanks together with the comb sway me towards guessing it's a cockerel.... sorry!

I agree with @Gray Farms. The pattern and color of the chick should mean that it is a pullet. A cockerel would be much lighter. Without any clutchmates though it's hard to say for certain because that comb does look like a little boy. So I'd wait a few more weeks before deciding anything concrete.
