I live in SE Ohio and our TSC has the same crazy rule. I want 6-8 chickens but I want a great variety. The local Whites Mill is getting chicks in April and will let us pick up the breeds we want as they come in!Yeah I honestly think they don't change the minimum because it keeps city/suburb people from getting chickens, even though they may be allowed to. It just makes it more inconvenient so people just decide against it. Luckily, I stumbled upon BYC and learned about all these hatcheries and other options. If not, who knows what I would have done. But now I'm still stuck driving all the way to Meyer to get 3 chicks when there are plenty of chicks at my local TSC that never sell (because no one in the suburbs needs 6 at a time).
