I judge the heat by how the chicks respond. More if they act cold all huddled under the light chirping loudly. Less if they are far from the light and each other or panting. Mine get plenty of heat the first week, near what they suggest. But I start taking heat away pretty soon after the one week mark. I have a fake hen in my brooder box (suspended group of feather dusters) the cuddle under that and the feathers and body heat of the chicks makes them cozy and happy. As far as outside in the coop, that depends on your set up. Size of the fence holes, covered run????
This time of year (especially 3 weeks from now) mine would be outside in a COVERED run /coop at about 3 weeks. Those little ones even at 5 weeks are easy targets for cats and hawks.

I put Sonny and his girls in a hoop house, and the girls took to the nest box right away. Sonny has claimed his spot on the roost. The rest are in 10 X 10 dog kennels with a coop and nest box in each. The capons like sleeping in the nest box, so I may replace the contents with sand and DE for dust bathing.

They come in three varieties - the blue, black and splash - here are a few of mine, plus some others.... The coloring is pretty and they have (or should have) huge wide Wyandotte butts
This one reminds me of a roadrunner with her colors, spiky tail and head piece.

Aw, thanks. Yeah, decisions do have consequences. I have learned that the hard way many times before. Unfortunately, old habits die hard, and I am, against my better judgment, already planning to take a biking trip in the same park on a new path that has more curves to it...
