Since inquiring minds wanted to know about the rules regarding goats and pigs at the Fletcher fairgrounds, I inquired ~ and now have a better understanding of the rules.
The goal of the Dept of Ag is to be able to trace any animals that might turn up sick in the future. To facilitate that ability, they hand out free tags for goats and any goat that is sold should have a scrappie tag in its ear. When we sell them on Craigslist, we are "flying beneath the radar" if we don't have them tagged when we transfer ownership. No testing is required, but they should have one of those "free" scrappie tags. ( I didn't know that either
)
Auctions are required to put a scrappie tag in the ear of the goat, sheep, or cow, prior to the sale of the animal, keep track of sellers and buyers, and follow some other rules.
When the FFA or 4-H use the fairgrounds for showing animals, they are required to get a permit from the Dept of Agriculture and keep track of the animals that were present on the grounds. Pigs must have proof of a couple of shots and goats and cows and sheep must have an ear tag. The Dept. of Agriculture doesn't charge for the show permit, but they do require the organizers to keep some records in case the Dept of Ag needs to track down animals that might have been exposed - if an animal gets sick. Since the animals are going home with the owner instead of being sold at a show, the Dept of Ag doesn't usually do any testing at the time of the show.
Short version -
Please don't bring goats, sheep, cows, or pigs to POOPS since we don't have a show or sale permit for those kinds of critters.
