It's possible you're in a bad spot. T-mobile offers free roaming, so if their network isn't picking you up and maybe at&t is, you'll use the at&t towers without incurring a charge. Check your phone settings and make sure that they're automatically searching for a network.
There could be a smaller carrier that may not contract for roaming where you are and has better service, but I am no help to you there. I know when my husband drives very often neither of his phones will work in certain parts of TX and NM and they are two separate carriers. Before I moved to OK, all I had was a cell phone. There were not enough towers in the area so I used to practically have to do gymnastics to get a signal. I feel your pain.
For some reason I want to say that verizon has better coverage in smaller cities. You could look into that. I hear a lot of mixed things on their service and plans.
