The Oklahoma Department of Agriculture will come out and test your flock for a small fee. I had them come out in 2007. They tested a representative sample of my flock (more than 30 birds tested) and charged me $10. At that time, they indicated they were trying to build a data base of poultry owners/sellers in Oklahoma, in order to have a starting point to check in case any cases of Avian flu turn up in Oklahoma.
The phone number on my NPIP Flock certificate is 405-521-3864 in case anyone wants to have the Department of Agriculture come out and NPIP certificate you.
I don't know whether it is true, but someone who was showing birds last year told me that if you have a vet do the pullorum-typhoid test, like if you were going to a show and need a NPIP certificate, it will cost about that much for one bird.
