I'm not sure if these are both females or which one's the mail they act like females and one of them act like a male and a female this breed is a Turkish Tumblr? Please help.

I think you have a pair the one in the foreground is ♂ the one in the background ♀. Getting late in the breeding season I would not start to expect eggs until February 2017.

these were Nest mates originally I thought that the one in the background was a male because he was toping the female wich is perched on the stick.I seen the one in the background squatting for another male like a female.
