He needs to see an avian vet immediately.
I’m not one to rush to the vet every time there is a problem but in this case you really need to do it.

Sorry, an antibiotic cream is not going to cut it.

We took Gimpy to Vet yesterday. She pulled most of the scab off, looked under a microscope and identified it as bacteria and fungus. She prescribed antibiotic pills and a fungicide solution.
