One of my Welsummers is picking on the others

I have 14 chicks that range in age from 3-5 weeks. I am pretty sure the 2 welsummers are the oldest. I put them with 3
buffs and 2 barred rocks. One of the welsummers has plucked the other one of its feathers on one side of the legs and
underside. I have taken the 2 buffs out cause she was starting in on them. I have applied the broiler booster no pick stuff and
for a few days she has had no new woulds, today I did find more on her. It doesn't seem as if she is picking on the barred rocks. What can I do? Will this end or will she always be like this?
 
I personally would separate the bully before she causes damage to the other birds as well
