Since there is no standard for them here [USA] that I know of how can you determine their quality beyond I like them or I don't?

we can, due to the serama groups have a standard in place, and pics of the standards and weights expected. whether it be scna/ussc, each have there own way of doing things and both have a standard. that is what we go by at this time. so all you have to choose is malaysian type/or american serama type, both are pretty neat...
