I raise my orientals in central IN. For winter care the big thing is no wind or moisture. Also make sure that they sit on their feet at night so you don't have to worry about frostbite. A flat 2x4 works well, with the wide side facing up.

Couldn't I just let them bed in the straw and not offer a perch?

You can, I haven't been able to completely eliminate moisture on the ground to make that feasible.
