Our runt... pecked, or something else? (Graphic Pic Warning)

From the first batch of chickens we hatched, there was one that was always smaller. It's the same size now as the chickens we hatched two weeks after it, and I think they will quickly outsize it. It gets plenty to eat and acts just like the other guys.

I half wondered if maybe it was part bantam it's so small.

This chicken has always seemed rather sparse on the bum, but I wasn't sure if it was because it was runty, or if it was because it was having its feathers picked out, or if it happened to be molting. We do have feathers laying about the coop and I know of one naughty roo that was plucking feathers (before he became Monday night's dinner).

What am I looking at here? I just noticed it today. Any ideas? This looks like new feather growth to me, but what's with the yellow crusties? Bits of feed?
