Over-bullying

Can you soak the foot in warm soapy water or even some epsom salts, then give the bottom a scrub. It's hard to tell if that's dirt/debris stuck to the bottom of the foot or if she has an infection like Bumblefoot.
Photos of the tops of both feet would be good as well and of your whole hen.

She is molting, those prickly feathers are new growth. What type of food/treats do you feed?
You mention she is in bad shape, is it just because of the way the feathers look, the slight limping or is she not eating/drinking, is she isolating herself - tell us more about why she is in bad shape.

She seems very on-edge when she’s around the others and prefers to wander by herself rather than forage with the flock. They peck her on the roost so I’ve been having her sleep in a cat carrier within the coop. Now that more time has passed I agree with the people who posted - it looks like molting and the feathers are growing faster. I’ll definitely throw in a protein treat tomorrow.
I feed lay mash which is supplemented with table scraps. The girls occasionally get table scraps, most of those are bread heels. (They get scraps about once a week if I had to guess)

A molting bird can act like they are on edge. I have one that is acting that way.
They don't feel really well during molting and I also think they may feel a bit vulnerable, but of course that's speculation on my part.
Sometimes they will also isolate themselves or be standoffish - new feather growth is uncomfortable and can be painful if handled a bit rough. Mine don't seem to like roosting next to another chicken during molt either.

A little extra protein would be good.

No apologies needed over the photos! Chickens can be hard to photograph by yourself, so you did just fine. Get your sister to help:)
