panting and sneezy ducklin, Help!

That's waterfowl pneumonia. He needs antibiotics ASAP.
Not necessarily, Pekins get over heated real easy, and feed can be dusty and cause sneezing. So let's not think that way yet.
I would def give them some heat though a heat plate would be much better than a heat lamp. especially in that small of a container. I would buy a much larger container too because your ducklings are going to out grow that one pretty quick. When allowing them to swim they need to have the water warm not cold and they need to be patted dry and placed under heat till fully dry. A video if what your seeing and hearing would help alot. Also a different water system would help keep the brooder drier which you def don't want them climbing into that bowl and getting soaked. something like this where they can still dunk their heads but can't climb into it. Since your feeding chick starter, they need niacin for leg health. Nutritional yeast is much better than brewers yeast, 1 Tab per cup of feed you give them. Do not use baking yeast. Once they are around 2 weeks old you can add shavings to the brooder by then they know their food and usually don't eat the bedding.

Thank you so much this is really helpful information and im a little less worried because i also thought he might of caught a cold. is there a store where i can buy the heat plate because the ones i searched are all online
 
Try TSC , or pet stores.
I'm not saying he doesn't have something going on. Poultry don't get colds they get respiratory illness. I'd love to be able to see the video. Can you put it on Vimeo or youtube and copy and paste it here?
