Paper towels VS Pine shaving

yeah you can use them for horse bedding, They are pretty cheap too. I only paid like $5 for a 30lb bag. (I bought 3 bags)

A friend of mine uses them for goats, and for the baby goats...

i used fine pine shavings from my co-op its horse bedding and fairly fine and so far no one has had a issue walking and it's pretty easy to do spot cleaning
