Rooster or hen? I have two chickens of this breed and only one has the big tail feathers and they make a lot of noise.

Pullet, but not a Leghorn. She has to much of a chunky build while Leghorn hens are sleek and slender, and to little of a comb while Leghorn hens have huge combs that often flop over one of their eyes. I'm casting my vote for White Plymouth Rock but since it is a white bird it could be a chicken of no particular breed.
It's a Leghorn--look at the earlobes. Leghorns have white earlobes, Rocks have red earlobes. Not all Leghorns have such large combs, and since they are production birds, different hatcheries have different strains. Mine have giant combs, and are Ideal 256 (which gives you an idea of the industrialization of the production of white Leghorns), but didn't get the big floppy comb until they were past their second moult.
