It doesn't always have to be the biggest male that is the biggest problem. Since one of my Khaki Cambell drakes is in control of all the hens, the other has set his sights on the larger ladies. He has been regularly harassing hens 3 times his size. My Saxony hen decided he was being rude and put him down pretty quickly after she figured out what he was trying to do. She grabbed hold of him, whipped him around, and mounted him to dominate him. He hasn't bothered her since, but he has not stopped harassing the Pekin girls, who are much younger and less experienced. They have been spending a lot of time running from him, and if he gets a hold of one, dragging him around the yard. I'm going to have to do something with him if they don't learn to put him in his place... Interestingly, he has no interest in the muscovy girls - he has very particular tastes apparently...Thanks, I'll have to watch my biggest male. He's the boss, but still doesn't mess with my chickens, weirdly.
