Pekin moving eggs

Hi, my Pekin duck sitting on about 15 eggs. She keeps moving and building a new nest in the small enclosure! I went in while she was off the eggs for a drink and swim and some of them are cold and some warm. I haven’t candled them to see but she has been on them for about 2 weeks. Is there a reason she moves them and not sitting on some? One was broken and had been fly blown. First time duck mum!
 
They can usually tell when an egg is not viable and will take it out of the clutch. You can candle to see if those eggs ever developed at all if you want, but she probably knows they’re dead/undeveloped.
