Oh, that's a classic. Here's another: "No offense, but ..." Or, "Don't take this the wrong way, but ...""I was just kidding".

In my world when someone says "just sayin' it was after a heated discussion of a contentional point had been thoroughly hashed out and acknowledged by the opposing party. The passive aggressive slightly sarcastic slap in the face was, "just sayin" = equivalent to "I knew I was right"!How about "Just sayin'?"
