If you are using that old feed for adult birds there really is no need to cut the legs shorter. The chickens soon figure out how to use it in no time. I had one for years and LOVED it. Because of it's set up feed waste is almost nonexistant.

I don't know if I should use it or hang it on a wall. DH would change the locks. I want to use it but I also raise meat birds but I think it is to high for them. Having a breed with a history of leg problems jumping off a feeder didn't seem like a good idea.
 
No it wouldn't work for meat birds, the probably couldn't get up on the perch.
But it will work perfectly for the layers you have.
