Pictures of swollen Cochin eye. Help!

For CRD it does say: weepy or foamy eyes surrounded by donut shaped swelling

This is why biosecurity is so important.
Once disease is on your flock it doesn't just go away.

You should keep a closed flock and for sure NOT sell birds.

Poor thing.
This could be the beginning signs of a respiratory disease.
(MG) Infection in Poultry - University of Maryland Extension
The crazy thing is, for both birds (the cochin pictured and the chicken with the foamy eye that isn't pictured) they are both only contained to the eye. No sneezing, wheezing, trouble breathing, lethargy, nothing! Both girls couldn't be acting more normal. Like I said, I even went to the extent of bringing the bird with the foamy eye to the vet and spending hundreds of dollars to get answers.

For the cochin in question, I brought her home like this. She too couldn't be acting more happy and normal, not even irritated by the eye one bit. Just want to be the best "chicken mom" there is and make sure that I am giving them the best care possible if there is something wrong. However, if I can do that by reaching out to you awesome people for answers rather than paying an $80 appointment fee at the avian vet here (yes, I said $80) that would be nice :)

Go check out her eye more and then look at the last link I posted above.
It looks to me like it might be filled with pus and if it is it need to come out.
That link will show you what to do to get it out.
Feed store antibiotics will help once the pus is out.

Well in CRD you could have no signs at all. Or 2 or 3 signs. It just depends on how the chickens system is fighting it. The only sure way you will know is getting a blood test or necropsy if a bird dies.
I also suggest keeping a closed flock.

How would I know about getting a blood test? The vet?

What state are you in?
You can probably collect samples yourself and send them into the state vet to have tested for disease.
It's fairly cheap and it will give you a for sure answer.
I am not a fan of the guessing game and if my bird looked like this I would have testing done.

I am going to go home today and take a look at her eye a bit closer. I'll let you know what I find! Thank you so much for the awesome educational tools!
