They are adorable. Some are friendly, it depends on the species and how they were raised.
Most king quails are not tame and will fly away if they can. Pinga, my hand raised king is tame and loves cuddles, but that's because she was hand raised from a couple of hours old and I spent time with her every day for hours. They can slowly tame if they're not hand raised but not to the extent that they want to spend time with you or cuddle.
These two weren't hand raised, but would sit on my hand inside.

Japanese quails tame much easier and it takes less work. Mine are quite tame and let me pick them up no problem and take treats from me. If you wanted one who loved cuddling with you and spending time with you, you'd probably need to put in extra time, mine aren't exceptionally affectionate. They are still though some of the easiest quails and probably the most popular.
Now with californias and bobwhites, I only have the adult birds I got to breed. I haven't raised chicks from them yet but I do have one bobwhite egg in the incubator I'm planning on hatching and hand raising the chick. But from what I've heard and experienced, mine are not tame at all really, but when you hand raise them they can make excellent pets. So it's sort of similar to the kings I guess.
Sorry if I've gone on too long, you probably just wanted a yes or a no. I just love talking about these beautiful birds and love when other people share that interest in them. It's true, I am quail-obsessed.
If I could raise quail, I would raise mountain, California and Montezuma quail, they are do pretty! And I love the mountain quails little head feathers.
I breed button quail for color and mutation. It's definitely an obsession. From rather plain looking birds, I've managed to produce an amazing variety of colors/mutations. Most people don't eat them or their eggs, mainly because they are so small. I was raised to never waste resources, so I do eat them and their eggs. I usually have 10-15 eggs for breakfast, where I used to eat one chicken egg. The breast is about four bites, but they taste incredible. I don't have pictures of all my mutations handy, but here are a few. Unfortunately none are of my red breasted. They are my favorite, mainly because they are so beautiful. That's a quarter in with the chicks for size reference.
