I put Borax in the my pigeon's bath water in a severed bottom of a 45 gal plastic barrel (exact same proportions) almost every Wednesday. It sometimes causes the odd bird to have runny poop for a day but it never seems to cause any harm or long lasting effects.

I use a product called Avian Insect Liquidator. It's a concentrate you mix with water and spray on both the birds and their cages, perches, nest boxes etc. It acts as both insecticide and insect growth regulator. It's residual and lasts about 6 weeks. It's safe for all caged and domestic birds including pigeons (I ordered it from a pigeon supplier). I've used it on everything from budgies and zebra finches to pigeons.

Another option for the cage environment is food grade diatomaceous earth. It's great for mixing with bedding because it has a drying effect that keeps waste odours down. It dries insects out and cuts their shells, which kills them. It has to be applied more frequently though, once every week or two. It's non-toxic to the birds. Some people mix it into the dust bath or dust it directly into the feathers as well.

With internal and external parasites, it's important to treat their environment at the same time as the bird, or the beasties will keep coming back.
 
I generally just spray with or let bath in vinager solution, though oddly feather lice are hardest to get rid of and stay gone (only problem when completing or have bad allergies), otherwise rest are hardly any mention in last six years.

x2. I also have this tub of "pigeon bath salts" I bought from a pigeon supplier. It's nice, but honestly I'm fairly certain it's simply borax mixed with some kind of non-toxic clothing detergent and sold to me for 100x what it cost the guy to make lol.
