The only thing that occurs to me is that sometimes an individual contains cells with different genetic material...?

I'm with Hocum Coco on the genetics.
But this crossed my mind.
Looks like from a land where Cyrillic alphabet is used. Those areas do have an abundance of radiation present. Can it be that those pigeons flew over some doses of such. Changed their genes to produce such offspring???

Not much cuter in the world than a baby duckling.
