Plastic Bin Brooder, and preventing fire with heat lamp?

I can't imagine how that would work. Perhaps a cake cooling rack. You don't have any fencing laying around? If you go to a Mom and Pop type of hardware store, you may be able to buy just the length you need. An other option would be a length of closet maid shelving. What ever you use, be sure to enclose the wire and the pad in a single wrapped package, or pillow case. Trouble shoot your set up to be sure chicks can't get caught in any folds or under the frame.
 
Do you have any wire coat hangers? Bend two or three of them in half, but only far enough to form an inverted "v". Take pliers and use the top part to join them to each other. It will be flexible enough where you can increase the angle to make it higher at the peak as the chicks grow, and flatten it more for when the chicks are very new. Enclose the entire thing in a towel or pillow case so no sharp points are exposed and chicks can't get trapped between pad and frame.
