I'm going to say pullet even though that's a really red comb. Are you sure of the age? Looks like my Orp did at 18-19 weeks. My Splash Orp Cockeral is 13 weeks and already has saddle feathers in. (not to mention he crows) My pullet at 13 weeks still has no comb.

That's a girl! At 13 weeks you would notice a very LARGE comb if she was a he. Yay!
