So three eggs have hatched, two perfectly normally and now in their brooder. One who was a day late has hatched but still has his yolk attached to him!

He is limp and sometimes vocal and has taken some sugar and water but it's been about 12 hours now

What do I do? Is it too late for this little one?

Iv read putting in a small cup with paper towel and keeping temps up is recommended so I have done that.

It sounds like you are doing great. You should get some vitamins for the water, (my local store sells Rooster Booster but I’ve heard of others) and give some to your bird. It looks like the yolk is messed up, so some extra nutrients would be good for it.

So UPDATE

Yolk has detached partially absorbed, seems a little more lively, left in bator with some heat and he's had some sugar water , eyes are open and he's moving more but still weak. Hopefully he's just readying himself to get active

Ducklings won’t be active or mobile until the yolk has been absorbed for at least a few hours. Delayed hatches will often take at least 1-2 days. It will can also take up 1-2 days after the yolk has finished absorbing for them to eat.

So there is hope for him if I keep him warm and give him sugary water? He is slightly more active but still not standing or lifting his head unless I annoy him

Yes there is still a good chance it will make it especially if it is perking up. I am a big fan of Poultry Cell for these types of situations. I take a small drop and put it in the inside edge of their bill. Usually that really helps.

I don't have access to any of these things at the moment, I didn't think for a second that I'd need them and I was so prepared but overlooked that.

UPDATE

We done well folks, he's up and about (but currently sleeping with his sibs)
