Please help... My duckling can’t raise his head

I just hatched a new baby duckling. He was about 4 days late in the hatch. First, he was hatched with his umbilical cord still attached to him and the shell. It has since fell off. Now, he can’t even lift his little head or body and is kicking violently. What do I do?
 
He hatched about 14 hours ago.... Do you think he’ll make it?
I hope so. Im not a ducklig expert, but I have had alot of chicks like this and they all pulled through with a little time and attention. So all I can think to do is give him lots of love and try to keep him warm (dont fry him) and give him some sugar water and stuff that has that energy burst. Id hold the food for a bit since he is still so young, but when you do start feeding him maby mix milk with the chick food and give it to him separatey...
