Please help, quail with broken leg

I had one of my friends over and they were holding one of my babies, he fell from a good height and is now limping. we have called plenty of vet offices and no one will take us in because they don't know if they can legally. I don't know what to do but I hate seeing him in pain. there is no way I or anyone we know could cull him. If anyone knows if I could make a splint please let me know, I'm so frustrated and upset. Thanks
 
It could be a greenstick or capillary fracture, in which the bone is not broken all the way through or displaced. It will still need to be supported and given time to heal if you can identify the area. I don't have quail, but a form of chick chair might be helpful also, link with some examples below. You just need to supervise and make sure that it doesn't freak out or struggle and hurt itself more. It also could be simply sprained and bruised and sore, in which case time and rest should give improvement.

He is eating and drinking fine, he is just laying next to the dishes
