Both males and females will fan their tails and dance. LE still looks like a girl to me, but if you can take a pic of his/her back, looking down on it so I can see the feathers on the back and shoulder area, I could be more certain. Also what is his/her age now?

99.9% sure that is a little girl. No dark "lacing" on the back, no dark feathers on the front of the neck, tail and wing feathers look female to me. Don't think you'll need quite as many hens as you thought.
