Please help.

I have a mixed flock of about 15 hens.
They are on egg laying feed, plenty of fresh water, oyster shell, bugs, and occasional treats and scratch.
They are over 25 weeks old and we only have 3 hens laying
Our silkie, golden comet, and lavender splash are only ones laying. The rest of the flock is mixed breeds, turkins, and ameraucana.
They have plenty of room, two hours of extra light in the morning, 4 nesting boxes.

Any insight on how to get rest of flock to lay?
 
The decreasing daylight may not be enough to affect the pineal gland to trigger laying hormones. You don't mention how long you've been supplementing natural light by two hours a day, but it takes several weeks for it to have any effect.

However, I caution against trying to hurry new layers to reach point of lay. Each pullet has her own genetic clock. Trying to rush it before her body is fully mature is a mistake that can have consequences. It can set them up for reproductive problems down the line.
