The chirping indicates she is in stress ....

you could use an eye dropper and put some drops of water on the end of her beak and you might need to put just a little bit of feed on the tip or even inside her beak but just small amounts at a time ..

Two day old GLW not eating, drinking, or pooping. Very lathargic and excessive cheeping....
Put a thermometer on the floor of your brooder, and keep their temperature of your heat lamp 90-95F for the first week, but also keep a cooler spot where they can get away from heat. Get some electrolytes (or make your own) and dip her beak into the water to make her drink several times an hour all day today. Sprinkle some feed crumbles on the floor of brooder on some paper towel around their feet. Chicks may not eat a lot until they are 2-3 days old, but they need to be drinking. Make sure she doesn't have pasty butt, clean off with warm water if she does.

HOMEMADE ELECTROLYTE SOLUTION
1/2 teaspoon salt substitute*
1 teaspoon baking soda
1 teaspoon table salt
1 tablespoon sugar
1 gallon water
*Salt substitute is readily available in most stores in the spice aisle near the salt, but if you do not have it, don't worry, the solution will still have most of the benefits intended to combat heat stress.

Brooder is at 95 on one side and other side is about 88. She hasn't pooped since she arrived. I have been dipping her beak into water to keep her hydrated. Just fed her a bit of hard boiled yolk. She still isn't opening her eyes and when she try's to move she drags her head and tumbles around.
