It looks like a roo to me. Oh, and I have lesbian ducks, so you never know about the mounting thing, and no I am not joking, lesbian ducks.
 
So when should I expect the crowing to start and the spurs to form?? Also, what kind is he??
 
looks like a production red to me, I would say about 6 months old.

The crowing thing is tough though... I have seen and heard everything from 8 weeks to 24 weeks. If he is mounting, he should be crowing. Count your self lucky what ever the reason. Production reds / Rhode Islands usually crow quite a bit when they start. It may be with only one hen he does not feel the need as it is easy to keep her in his sight at all times ?

Any other opinions??If its a rooster, he is going back. I cannot have a rooster...my neighbors will freak. Dont want to get rid of him/her unless I am sure. Not sure of his/her age...any guesses? What kind is he/she?

Also she could have "looked" like she was mounting the other and was only showing dominance. Hens have a very odd way of showing the pecking order and it is much more complicated with them than the roos. I have seen this mounting between hens one other time.
