I'm not familiar with Wesummers, but I have heard Leghorns are very quick to mature! Makes me think Welsummer even more

I'm thinking Light Brown Leghorn. Reason is the lighter body build. Welsummers have a thicker body build.

My last speckled Sussex from meyer hatchery took forever to feather out!

One way to know 100% is to let her get to laying age, or close to it. Leghorns will have white earlobes, while welsummers have red.
