Poop covered bare red butt/Barred Rock Rooster

My sweet Rooster isn't doing well. When we rescued him, he had a funky smell and chapped butt, so we cleaned him up and he seemed to be doing better.

Yesterday I noticed him struggling to poop, and noticed a bunch of hardened poop stuck to him. I scraped it off, and that seemed to make him relax a little.

How do I help my poor guy?

Have you checked him for lice or mites? Those almost look like parasite egg masses on his butt feathers. Other than that he does not appear to be in terrible condition. Good luck at rehabilitating him.
Thank you for replying!! Yes, I have checked him and a few others. He is doing much better since I posted. I was so worried his condition was getting worse.
