possible animal neglect

I'll probably get lots of responses, but why does everyone always say "report it to the authorities" What ever happened to talking to someone??

Maybe she got these cats "dumped" at her place, and she is trying to socialize them and find them homes.
Did you ask her about them?

And so what if she had 15 dogs and one was having puppies.
That does not mean she is a hoarder. She told you she raises dogs.

I guess I don't understand that everyone thinks they know what is best for someone else's situation when the only thing they actually know about it, is what they saw for a few minutes one day.
You, and everyone else that calls the SPCA and other authorities without knowledge of what the situation is, has caused a lot of trouble, both financial and stressful to the people you are reporting.
One reason is, that the authorities that go out to investigate usually have no idea what every kind of animal's needs are, and relate everything to a pampered house-kept toy breed of dog or cat.
Many years ago, DH lost a lot of expensive exotic sheep, and some horses because of a "do-gooder" that reported him because of 2 starving animals that were given to him. When all of his animals were seized, there were no questions asked, and by the time he spent a lot of money, and the case was dropped, the "animal shelter" had only a few of his animals left and they were extremely mal-nourished. They said the rest had "just died".
Well, he had taken pictures as they were loading them up to take them away, and they were fat and slick.
He received no compensation for the animals that died in the rescuer's care. Just an "I'm sorry" from the police.

So, don't assume that "telling on someone" is actually helping the animals. Find out the facts before blowing the whistle please!

I'm done ranting now, I just wanted everyone to know what really happens sometimes when the authorities are called.

I agree! I've never had anyone call the authorities on me but I know my sister delights in doing this at the drop of a hat if she drives by a farm and sees anything she doesn't like. She has caused some folks no end of grief by being mettlesome and her own place is what we like to call the Death Farm.

She called animal control on one neighbor because their neighbors never got to see the cattle being fed and so were feeding them over the fence. I asked her if they were malnourished in any way and she said they weren't but that, obviously, no one was feeding them except the neighbors.

Now those people cannot own an animal for 8 years!

Its always a good idea to step back and take a breath, get to know someone and then see if they need any help finding homes for the animals and such. One never knows what is really going on until you walk in someone's shoes.
