The floating ground will work because an animal will stand on the skirt or touch the hardware cloth and the wire at the same time. It shouldn't need an Earth reference. I do have the option of connecting the skirt to ground with a grounding rod.
 
I finished the run today. Just need to add a couple of locks and something to hold the hinged lids up. I am so excited because I planned and built this myself! The skirting is to keep the dog from destroying her paws in her quest to get the chickens.

And they will have a swing. I figure if they hate it I will build them something to roost on in that spot. But I have to try.

Good planning! Having a roofline over the egg box and the open window during rainy days will be nice. A log stump or old chair or child's small table will give the hens a place to sit/stand should the pen floor get muddy in rain. Paver stone walk to keep shoes from mud while collecting eggs and it's done! Will the hens have opportunities for some free-ranging?
Yep! The hens free range all day under the watch of our trusty pup. We also have roosts in the run for them.

 
Wow Nice tj Looks like you really got it together making a really nice coop for your chickens. Theres light and shade with a safe fence to keep other dogs out behind. It's simple but well thought out. You have a nice door to walk in to clean the run and a big door on the coop for cleaning. Your chickens are so lucky. Are you a carpenter?
I'm not a carpenter, but I sure learned a lot about woodworking from this experience. And it hasn't fallen down yet!
