I know you spoke to the county, but I think you need to call a real estate agent because I think the county told you incorrect information. I can't think of a legal reason that you can't list your property for sale and have it stipulated that XXX amount will go in escrow for the taxes. The title won't be clear until they are paid, so it might delay the processing of your check until then, but if it's a small county, they can expedite that easily. I say all of this because my friend bought a house in NM and when they did the title search they found a past due tax lien that the seller had failed to mention, they were hoping it wouldn't be found.
They set it up that some of the seller's proceeds went to pay that so it would be released and there would be a free and clear title. It didn't stop the sale, so I'm not seeing why they are saying you can't do the same thing. More prayers coming.
