RIR have yellow legs. This IMO is a mutt cockerel.

Buff Orpington. It has white legs, and it's buff. If the body type doesn't fit, well, that's normal for hatchery birds....

Update: We heard definite crows this morning and have officially changed his name from Olive Oil to Popeye and he will be finding a new home soon! Thanks for all the help!
