Prolapsed Welsh Harloquin

My duck "Donald" (no surprise there) has a prolapsed penis again. The first time I went to the vet and $80 later, he lubricated and gently pushed it back in! Seemed fine for a few months but it has started again. Unfortunately, it was not noticed for I don't know how long. The tip is now dry and brownish looking. Washing and lubricating doesn't seem to help so after reading information from different places it looks like a "snip" is in order! They say you can do it yourself by cutting with very sharp scissors just where the dry meats the pink. Has anyone performed this operation and if so how did it turn out? Was it painful for the duck? Any bleeding? Are there any instructions somewhere that I can read further? Thanks!

I just read about this, sorry, no personal exp. But it did say to keep him alone with plenty of dry, clean bedding/straw and that it happens due to not enough water for breeding on.

Thanks for the quick response! As I said, if what I read is correct, by washing and lubricating the tip may fall off like a scab. The other option is to just "snip" it off (ouch) at the point that the dryness starts! I wish I knew. I can certainly wash but If it remains the same then I don't want to waste the time. I don't know if it hurts him either!
