If it's just the one hen, then no, I wouldn't treat the whole flock. I'd just address her symptoms as they appear.

Could she have something else going on like reproductive problems or a crop that is not emptying that may be causing some respiratory distress?

Could you explain what you mean by address her symptoms as they appear? Like isolate her and give her Tylosin again?

She’s laying eggs, I don’t know how to check for reproductive issues. I checked her crop last night and it felt good, it seems like it emptied this morning but she was up and moving before I was so it wasn’t completely empty.
